The Brentwood Union Free School District is committed to providing a safe and healthy environment for the students, staff, parents and guests in our schools. To help us provide this service to the community, the District will implement an Automated External Defibrillator (AED) Program in our schools. The District will be following the procedures and protocols outlined in the New York State Department of Health’s Public Access Defibrillation (PAD) Program.

 

A.    LOCATION OF AED UNITS

All AED units will be kept in secure locations that are accessible without delay in case of an emergency. The attached list provides the locations of each AED in the District.

 

B.    TRAINING

Only those staff members who have been trained and certified in the use of an Automated External Defibrillator and CPR may use the AED unit.  Due to the nature of their jobs, all school nurses and athletic coaches will be trained in the use of the AED. Physical education teachers, building administrators, security guards, custodians, and other interested personnel, will be given the opportunity to become certified to operate the AED units through CPR-AED in-service training offered by the Brentwood Teachers’ Center. The District will maintain a list of those individuals who are certified as NYS EMT-D, EMT-CC, EMT-P, or have been trained and certified by a nationally recognized training organization approved by the New York Department of Health.  This list will also be on file with the Suffolk County Department of Health Services.  Staff members with other alternative training may be approved by the Chief School Physician to use the AED. The District will provide ongoing training and recertification in the use of AED units.

 

Training will incorporate the procedures and guidelines for implementing the FDA approved child/infant electrode pads to defibrillate children who are under the age of 8 years old or less than 55 pounds.

 

Those outside community organizations who wish to use any District buildings for meetings/activities after school hours are recommended to have their personnel properly trained and certified in the use of the AED.

 

C.    MAINTANCE AND INSPECTION OF AED UNITS

All AED equipment will be tested, inspected, and maintained in accordance with the manufacturer’s recommendation.  The AED units conduct self-diagnostic tests daily.  Each AED will be checked monthly with regard to battery condition, overall readiness for use, and adequate supplies.  These supplies should include:

  1. The AED unit and its carrying case

  2. Two (2) sets of adult electrode pads

  3. One (1) set of child/infant electrode pads

  4. Three (3) towels

  5. Razor

  6. Pocket mask with a one-way valve

  7. Three (3) sets of gloves including at least one pair of latex free gloves

  8. Four (4) Regional Data Reporting Forms (See attached)

  9. A copy of the basic emergency response procedures

Designated personnel will perform the daily and monthly checks and record the information on a log form as specified by the District’s Coordinator of Health, Psychological, and Social Services. 

 

D.    BASIC EMERGENCY RESPONSE PROCEDURE

  1. In the event of an emergency, a trained individual will assess the situation and take control of the problem.

  2. Upon assessing the individual, a decision will be made on the course of action to take and which electrode pads to use. When defibrillating children who are under the age of 8 and less than 55 pounds, the child/infant electrode pads should be used.  In all other cases, the adult electrode pads should be used. *

  3. Upon assessing the individual, a decision will be made on the course of action to take.

  4. The decision to use the AED will result in the person in charge asking for someone to call 911 and Security Ext. 2500, asking that a car that has a defibrillator, respond immediately.

  5. The AED and other emergency equipment will be used according to established standing orders and protocols.

  6. Upon the arrival of the ambulance, the AED operator will provide all information relevant to the patient to the ambulance personnel.

  7. If the AED unit is used, the Chief School Physician will be contacted to take possession of the AED unit, download the data, and return the unit to service.

 

*The adult electrode pads should remain in place while the AED is not in use. In the event that there is a need to use the AED on a child who is under the age of 8 and less than 55 pounds, disconnect the adult electrode pads and plug in the child/infant ones.  When returning the AED unit to its original location, the adult electrode pads should be reconnected.

 

E.    FOLLOW UP PROCEDURES/DOCUMENTATION

      In the event that an AED unit is used, the following steps are required:

 

  1. The authorized personnel using the AED must complete an incident report and a regional data report form found in the AED kit.  These forms should be submitted to the building administrator within 24 hours of the use of the AED.  The building administrator will send copies to Dr. Marc Cimmino, DO., the District’s Emergency Health Care Provider (EHCP). The AED Committee and the EHCP should be contacted at 434-2350 within 24 hours of the AED usage.

  2. The Superintendent of Schools will be notified by Security.

  3. The EHCP or his designee will do the reporting of the incident within 72 hours (business days only) of the AED’s use to the appropriate County and State authorities.  The Quality Assurance Report should be sent to:

           After all relevant data is obtained, the AED unit should be returned to the designated storage area.

  1. The EHCP will participate in the regional quality improvement program pursuant to subdivision I of section 3004-a of the Public Health Law. If a change in key personnel in the District or the EHCP, policies or procedures, a revised Agreement will be filed with the Regional Suffolk County EMS Council.

  2. A follow up meeting will be held as soon as possible after the use of the AED to review the protocol.
