0320 Evaluation of the Superintendent

EVALUATION OF THE SUPERINTENDENT
(This policy replaces previously approved Board of Education Policy #2110)

The Board of Education recognizes that student achievement, district progress, and community satisfaction with the schools are all in large part affected by the Superintendent’s performance. The Board also recognizes the Superintendent cannot function effectively without periodic feedback on performance, and is committed to ensuring that the Superintendent is evaluated annually as required by Commissioner’s regulations.

The purposes of the evaluation shall be to:

  1. Gauge the district’s progress toward the goals that the Board has charged the Superintendent to accomplish.
     
  2. Provide a basis for assessing the strengths and weaknesses of the Board and the Superintendent and to aid in the professional development of both parties.
     
  3. Strengthen the working relationship between the Board and the Superintendent.
     
  4. Provide a basis for commending, rewarding, and reinforcing good work.

The evaluation shall focus on the goals the Board sets for the Superintendent each year as well as the duties and competencies specified in the Superintendent’s job description.

The time frame for the evaluation shall be:

  1. At their first meeting in April of each year, the Board, in consultation with the Superintendent, shall approve the format (forms) to be used to evaluate the Superintendent of Schools.
     
  2. Copies of the agreed upon form shall be disseminated by the Board President to all trustees no later than 19 days after the forms are approved.
     
  3. Trustees shall be required to submit completed copies of their evaluations no later than the last scheduled board meeting in May.
     
  4. The Superintendent shall receive a copy of each Trustee’s evaluation to review and have an opportunity to meet with the Board in Executive session to discuss the individual evaluations if necessary.
     
  5. The President of the Board shall compile all evaluation forms submitted by each Trustee into a one final evaluation.
     
    1. In the case where ratings are used to evaluate criteria and categories, an average shall be included for each rated criterion.
    2. In the case where comments are issued to evaluate criteria and categories, the comments so issued shall be included verbatim for each criterion.
    3. In the case where a voting system is used to evaluate criteria or categories, a summary of the votes shall be included for each criterion.
       
  6. Copies of this compilation shall be distributed to all Trustees prior to the Board’s first meeting in June.
     
  7. At the first meeting in June, the Board shall vote on the acceptance of the Superintendent’s evaluation.
     
  8. A copy of this approved evaluation shall be given to the Superintendent.
     
  9. The Superintendent shall have the opportunity to respond to the evaluation in writing prior to it being placed in his personnel file.
     
  10. A copy of the approved, formal evaluation, along with the forms submitted by each Trustee and any written response by the Superintendent, shall be filed with the Office of Human Resources that houses all formal evaluations of district employees. These documents shall be filed no later than September 10th each year.

The form the Board uses for evaluating the Superintendent shall be filed in the District Clerk’s office and available for review by any individual no later than September 10th of each year.
